I'm assuming Arva's a fem. form of Arvo, which means "value, worth" in Finnish.
I'm not particularly crazy about Arva, but it could definitely grow on me. It appeals to my penchant for unusual names, yet doesn't sound too out there. And, like you implied, it makes a good alternative for the lovely-but-popular Ava.
