Well, I like Andorra for a girl much better than I like London or Paris. It actually sounds feminine, for once! If it's in honour of the place, I'd strongly recommend spelling it Andorra.
Andora, in Greek, could mean "man's gift" (from aner "man" (genitive andros "of a man") and doron "gift"). It's kind of a nice meaning, I think, and the name itself is also very pretty.
So, in summary, I like both Andora and Andorra. But I wouldn't consider them to be the same name.
