Fokker is a surname, German or possibly Dutch. Focker could be an alternative spelling.
There are several German surnames beginning with Fock- or Fok-. It appears that they derive from male given names whose first component is VOLK, "people". Which raises the possibility that Focker might be from the Old German name Volkhard, "people-hardy".
