I like Rose better. Bree sounds rather nicknamey, and a little too cute for my tastes. Plus, it reminds me of cheese. Sorry.
I don't know what your naming style is, but here are some mn suggestions anyway. Most of these would work for either name.
Alexandra
Elisabeth
Felicia
Isadora
Josephine
Madeline
Marie
Melinda
Olivia
Sophia
Susannah
Not many middle names seem to flow with Bree or Rose, unfortunately. I think longer names sound best.
