Dallin is not "newly made up". It is a surname transfer name. It is now quite common in Utah because it is the name of Dallin Oaks, a former President of Brigham Young University who is now on the Council of Twelve of the Church of Jesus Christ of Latter-day Saints (Mormons). Dallin Oaks's mother named him after Cyrus Dallin, a famous sculptor. As a surname Dallin is English and means one's ancestors came from the town of Dalling in Norfolk, England. Dalling meang "settlement of the followers of a man named Dalla" in Old English. Links to Cyrus Dallin:
