Digest of Muslim Names by Fatimah Suanne Al Ja'fari includes Sulafah as a name meaning "choicest". Since most of the examples of women named Soulafa I could find on Google seem to be from Islamic cultures, I would guess that Soulafa is simply an alternate way of transliterating Sulafah from the Arabic alphabet into the Roman one.
