No, it's a boy's name only to me. Especially as it is a form of John, which I perceive to be an archtypal masculine name. And I hate how people think spelling names with an i or a y will make it more feminine. It just makes me think that the name should be pronounced differently, e.g. Evan I would pronounce EH-vuhn, wherease I would say Evin "EH-vin".
Stick to Eva, Evonne, Evadne, Evlyn, Evaine, something like that.

PS I just noticed in my "new age baby name book" that Evin is a legit Spanish form of Eva. But I'd still pronounce it differently to Evan.
PPS Maybe you could use Evan as a nn for Evangeline? Personally I still don't like it but I would find it more acceptable.
