It's LAY-la, I'm 99.9% sure. I know a Leila who is Middle Eastern (not sure of nationality, I think she has more than one) and she says it LAY-la.

Everyone who knows someone from around the Middle East (or whose family was) seems to pronounce it LAY-la, so I reckon that's right.
