As a name?
It was a old English kingdom that later became Northumbria (the Anglo-Saxon kingdom rather than the present country). It roughly corresponds with present-day Yorkshire which is why it appeals (being the mad Yorkshirewoman that I am).
It's pronounced DEY-ruh/DAY-ruh.

I like that it's legit, and the spelling is nice but it still has a made-up/sci-fi character name "feel" to it. And reminds me of dairy. :b

I actually really love it! I'm a supporter of place names as long as they hold at least somewhat of a special meaning to the parents, and sound appealing both of which apply to Deira. Deira Phoebe is the combo that jumps out the most to me; really lovely. I pretty much like all of the combos you listed, but DP is definitely my favorite.
Deira is very interesting, and I love the history that surrounds it. Also, the connection you have to it makes it all the more special. I give it a thumbs up. I even like the sound of it.

I don't know why, but names ending in '-ine' seem to work especially well in complementing Deira and making it shine. I would like Deira Coraline, Deira Bryony, and Deira Olwen, too.

I think I really like it. The name hasn't quite had time to sink in yet but the connection to Yorkshire's past is really cool, and it's very pretty. I like that while it's a place name it has more of the ring of a typical feminine name. Deira Frances, Deira Winifred, Deira Constance, and Deira Phoebe are all lovely. It definitely works. My only concern would be that people might think you got kre8tyv and changed the first letter of Keira to make the name more unique, but if that doesn't bother you, it doesn't bother me. Especially since it is easily fixed by explanation.
