What's the object of a congrats game? How do you decide the family's original names? Are the name selections at the bottom random? How do you play?

I'm not quite sure the object of a Congrats game. To me, its just fun for a person who is a little obsessed with names.
The individual players decide the original names of the family--last name, husbands name, and wife's name.
I chose the name selections at the bottom, but I guess they could be random.
To play, I give you a child (son, daughter, or both) and you just name them from the selections at the bottom.
