Well of course it's not really a racial slur, but...
Mowgli is a little jungle child, right? So that in itself could be twisted into a racial slur, and when combined with Bronx, which is an area with a considerable amount of racial minorities...
I just think it sounds bad.
ETA: Many believe and find evidence that Rudyard Kipling was a racist, which probably adds to the vibe to me.

As far as I know, Mowgli isn't actually used as a racial slur. But I can see where it almost sounds one, as if it refers to "savage" people or something. So, hypothetically, a Bronx Mowgli would be a way to refer to someone who lives in an urban place but racist people still consider "savage" because he's perhaps darker skinned.
But like I said, this is all kind of moot because I don't think it really IS a slur. It just sounds like it could be one. Hope that makes sense (and really, that's just what popped into my head; others might feel differently).
