Smadar Shir Sidi, The Complete Book of Hebrew Baby Names gives the same meaning as this site does. And it puts the stress on the last syllable. This is how I heard this name, too.
I can't find the meaning "a new branch " anywhere. Even Shoshan's three volume dictionary says:
ILANIT: tree frog (hyla arborea).
Langenscheidt-Achiasav also gives: pyramid cake as a meaning
