If you want it to be pronounced Chlo-ee, then go for the first or the second.
I believe the pronunciation of Chloé is Chlo-eh, so I wouldn't use this unless you want it to be pronounced that way.
I personally prefer the accentless Chloe for its simplicity, but Chloë is also very nice, as long a your prepared to remind people about the two dots whenever they spell it.
