Person, totally. But Neptunette is way more awesome. Though I personally think adding "ette" to most anything makes it awesomer. In an over the top kind of way, of course. Or Neptunina!
Amisi is nice. It makes me think of a spiritual place, some secluded temple on a rock somewhere.

On a person, it would be kind of silly. Actually, it would be pretty silly on a character, too, unless she was constantly made fun of for it.
On an island... no, I'm sorry, it's a silly name. That's just my opinion, obviously, but I'd prefer to be honest about it.
