That's how you say it in English - loo-ELL-in. In Welsh the double l makes a sound that isn't used in English. It's best described as "hl" I guess. So in Welsh it would be pronounced hloo-EL-in (or hloo-EHL-in if it's Llewellyn). In Welsh emphasis goes on the middle syllable.
