I'm starting to like it more than I used to. It's a little nerdy cute. I think of Persephone as well when I think of Penelope.
I think it goes great with everything by Ruby. Penelope Annora or Penelope Blythe are lovely unusual combos.
I'd use the nickname Nell over Penny, but I'm not particularly opposed to Penny.
