I love Anastasia. It was my favourite girl's name for many years. It would indeed be glorious with Theodora - a lovely pair of princesses.
I don't think it's too frou-frou for a non-Greek/Russian. I think it just depends on the kind of family. They've got to have a kind of restrained class or it just looks like the name of Slavic porn star. A former friend of mine once liked the name Anastasia too but I prayed she would not use it. She later named her daughter Kaydance. In her case, her choice of Anastasia would have looked really flaky.
