I was taught to read phonetically rather than by memorization or "sight reading" as many have been taught over the last several decades. Apparently, "sight reading" has fallen back out of favor and more phonetics are being taught again. Anyhow, I realize that not all English names follow standard rules for English...English itself is such a melting pot that not all English follows the standard rules for English. In any case, a double-consonant is understood, by rules of standard English, to make the vowel it follows short. Therefore...

Teressa is pronounced with an "ess" sound like Tessa, not a long "ee" sound, as in the name Teresa.

Perhaps "sight readers" in America see Teressa as a variant spelling of Teresa, but I doubt anyone among my family and friends would read it that way.

I would pronounce it the same way I pronounce Teresa (TUR-ees-uh), unless I was told otherwise.

I'd say Ter-ess-a. If it was meant to be Theresa, why add an extra 's'?

I'd go for the latter, ter-ESS-a.
