I've got no clue what impression Portuguese speakers would have of it, but I'm associating it with Delia (I'm neutral about), Dagmar (good in northern Europe but not in English) and the bizarrely delightful Dillian (from Deliana). So, mixed feelings tending towards the positive, though I don't think it would catch on in an English environment.

Here, Dilma is a brand of tea, so that's all I think of. I don't like it.

I looked her up after the election and her father was Bulgarian (real name Pétar Rusév) and she has siblings Igor (named after Petar's brother)and Zana Lúcia. Her full name is Dilma Vana and she was named after her mother Dilma Jane Silva.

Dilma is not a bad name and I like it with the Portuguese pronunciation. Wonder what the history is.

Makes me think of Dima Bilan (Russian pop star) and Dil pickles.
