I'm a big fan of Rose and Rose- names (for honoring purposes, but also just because I like the sound), but Rosella sounds a bit contrived to me. It's pretty, but I don't know if it's an established name.
Of course, that shouldn't stop you from using/liking it!
Cecily and Rosella work well for sisters, but I think I would prefer Cecily and Rose or Cecily and Rosabel.
