It sounds like just another name a black american would use for their daughter trying to be unique. Chenoa, Shaniqua, Shenandoah, Precious, well, it fits right in there. And I'm not even American, but Chenoa screams "Hey, I'm black!" to me. Nothing wrong with being black though, I just don't like names that screams white/yellow/black/purple/whatever.
I don't have any picture in my head how a Chenoa would be. Maybe a little shorter than "normal"? A happy person? I dunno.
Sounds like a good idea to use it in a story to get over the connection though. :)
