As far as I know it's pronounced loo-iss (like Lewis) in the US, whereas we say loo-ee (like Louie) in the UK. I don't know if that's the case for all British Louis, but all the ones I know of (Louis Walsh, Louis Spence, Lord Louis Mountbatten, Louis Theroux etc.) pronounced it like loo-ee.
