The only name I can think of that fits is Rinsuke (林助), but it doesn't have anything to do with water. Although I suppose it does sound a bit like the English word 'rinse'.

Maybe Ryusuke? Ryu 流 means "current" or "flowing." Suke could be 助 "help, assist," or other kanji, but it's really just a suffix that doesn't necessarily add to the meaning of the name.
