Sebastian makes a good name for a villain. There's something very moustache-twirling about it.
I just looked up Ciel for you and I think it's unlikely there was any usage here. There were actually a couple of entries for it on UK Ancestry, but checking the actual General Register Office data, it looks like they're all mistranscriptions for Cecil. Nothing on INSEE (the French civil registration database) either.
Might have to check out this anime! :)
