Hail Columbia...
Which is a rather old-fashioned euphemism for Hell, as in "They'll give you Hail Columbia if they find out you keyed their car."
Also, there is the Rocky Horror Picture Show's Columbia to consider.
So no, I don't really think it's very usable. It's over the top.

That association doesn't actually bother me and it was the first place I'd heard of it. Hail Columbia... never heard of that one.

It's nice enough. Columba for a girl would not be preferred, I find it to be too masculine (and love it for a boy)!
Columba would be better as a person's name.
Colombia would make people think of the country and Columbia looks like it should have British in front of it.

I think it's usable. I like it. That said, as far as similar names go, I also like Colombe. Columbine is actually my favorite, but of course that's not usable. I dislike Colomba/Columba; it feels too heavy.
I think it's definitely usable as a middle name (my great-grandmother's middle name was Columbia, though, so this may be influencing my opinion)...a bit more on the iffy side as a first name. I like it. For some reason it makes me think of fireworks.
For a girl I prefer Columbia to Columba / Colomba.
