Arto would never be pronounced as "are too" in English. Pretty much all English speakers would say AHR-toh (or AHR-doh).

I know a person named Art, which I like, but I'm not a big fan of the name Arto. I have to agree with some of the previous posters that he will probably be called Ar-toe. I know that is how I pronounced it in my head when I first read it.
