To me it is a Russian Julia. Simple as that. Sort of like Edit is Edith and Veronique is Veronica. It's foreign, but recognizable, and similar enough to give the same impression as Julia. I love Julia, I think it's interestingly so classic it's generic, but at the same time it has beauty & gravity - it isn't dull. So Yulia is that way to me, too. Only she's not expected to be born to parents who were born in the US (I'm in the US).
