That's the first time I heard it too. It stuck somewhere in the back of my head, and popped up a few days ago. Couldn't remember where I'd first heard it till I googled it. I like that the Avielle Foundation (named after her) looks into violence and mental health, as I feel like this is one of the important areas that really needs to be addressed to help prevent repeat occurrences of these kinds of tragedies.
It was used on 12 girls born in 2012 in the US, so it's definitely very rare but not completely unheard of.
