It's alright for a middle name. For a first name, I don't hate it with a passion but I'm not sure if I like it or not.
As a middle name, Gem can work (for me) with:
Marion Gem
Laurie Gem
Anna Gem
Lora Gem
Tamaki Gem -> one meaning of Tamaki is 'precious gem' (珠貴) from 珠 "gem, jewel, peark" & 貴 "esteem, honour, precious, prize, value", so it can work because of the similarity of meanings on both names.
As a first name, it can work with:

Gem Louise
Gem Ophelia
