How would you pronounce it and do you think it's usable on a child in American?
I do have quite a bit of French in my heritage but this is not a family or significant name. Most likely MN material, but, what do you think in general?

I really like it, and I prefer it to Philip. It's more interesting and has more character. I would say it, fi-leep, with stress on the second syllable.

I would say fih-LEEP. I think it is recognizable enough to use in the US, but I don't think French names generally work as well as other names in the US and I'm not sure why.
That said as a middle name its plenty usable.
