I like it. I think it's about the same level of fussy as Theodora...and no, not too popular.
Did you mean does it go with the other names in a combo, or as a sibset?
If you mean a sibset, I think they all sound fine together.
If you mean a combo, I only like it with Daphne and Winifred, because I do think it sounds frilly paired with another name ending in 'a' (so I wouldn't use it with Hilda either).
Of the possible combos, my favorites are...
Daphne Arabella
Arabella Winifred
