Tbh, I would assume that they are of Latino, Italian, Portuguese, or Spanish heritage, at least partially, in order to have those names.
In California, it is not uncommon for people to have Spanish names, and yet they do not look "Hispanic." But it usually points to heritage.
But ultimately it would be none of my business why that have that name.
