I recall growing up and hearing occasional "dumb Dora" jokes on TV so I also had an impression of a really dumb woman named Dora. I just didn't find it attractive at all. Now that I've recently adopted a Chihuahua and named her Teodora ("Dora"), I find it totally adorable (no pun intended!). I definitely think it's ready for a comeback although like Nora, it's strictly a nn to me.
If I had to rank them, I'd go with Cora first and Dora second with Nora a very close third.
Re: Norah, that h on the end has always looked very strange to me and it's not needed, imo.
ETA that our little Dora is frequently serenaded with "Dora the Explorer," mainly because it's so much fun to sing, lol. It just feels intuitive and I suppose that a child Dora could object to the association. Then again, she might love it.
