Clare is elegant and simple; Claire is faux-French and fussed-up.

I'd use Clare as a mn any day, but not as a fn because there can be pronunciation issues locally.

Claire Underwood from House of Cards! I do prefer Clare because I prefer an odd number of letters in a name, but Claire is lively, as well. Prefer it over Clara or more elaborate forms.
