Agreed completely, it should be an NN.
It's my niece's name, so it's really grown on me. It isn't a NN for Sarah, and I don't think I've met any Sallys that were really Sarahs; that seems to be a thing of the past, at least where I live. I think it works just fine as a standalone. It's a cute little name. :)
I’m not too wild about Sally, but I think I like it better as a stand alone. It also sounds like a cartoon name to me.
It always gives me the impression of a name that's supposed to be sweet & innocent but the bearer is actually mean. I know that's specific, but it is over-the-top, in-your-face "NICE" to me.

It has a 70s vibe to me; or alternately, it sounds like a girl from the 1700s-1800s. It is nicknamey, but it works fine on it's too, I guess because it's been around so long. I'd compare it to: Lucy, Gwen, Nancy, Molly...
As a NN for Sarah, it's so antiquated that I'd think it was a bit ridiculous if I came across it IRL. I would like it as a NN for Salvadora, though.

I think it's dated and a bit plain, but has a cheerful, friendly feel to it that lessens the plainness a bit. It's way better than Sarah, and I'd rather it just be used on its own.
I don’t love it either way. It reminds me of the phrase “sally forth” or the word “silly”. It’s a little better as a nickname because it gives the person more options later if they decide not to be a Sally.
