Boy, definitely. Not on a girl - I feel ridiculous even calling a girl Taylor. I'd prefer it spelled Baylor. Bayler looks a bit too much more like an occupational surname, and lacks the masculine impact of Baylor.
I live in Texas so I associate the name with Baylor the college.
I could kind of like the idea of a nickname Bail/Bailey (spelled however).
I would feel a bit guilty about using a surname name that's not in my own family as a first name, but I don't think I'd really let it stop me if I loved the name.
