It sounds kind of cool and he will have a story to tell for the rest of his life, one that's more interesting than "My parents liked it." So I'm not judging.

As soon as I see a thread about names like this, or Royal Blue for example, I just know everyone is going to rag on it and it’s just so... boring.
In reality it’s going to raise eyebrows at most. I once encountered someone whose given name was Spider and my genuine reaction was “nice!” Crazy names like that are fun!

I get your point. I'm not sure if I'd compare Royal Blue and Lockdown, though. Royal Blue is at least a lovely colour, a positive thing, whereas Lockdown is something unwanted and negative (of course I see this from a westerner's perspective, maybe Indians or at least these parents think lockdown the greatest thing ever, but based on the news it's not been so lovely).

I don’t think it’s particularly uncommon for names to be given in honour of historical events. I’ve read about examples somewhere but I can’t find any sources right now.

I realised that. I was just thinking that people probably find them unusable for different reasons (Royal Blue because they think it's ridiculous and Lockdown not only because it's ridiculous but also because of its meaning), and worded it badly. :)
You’re totally right, they are ‘unusable’ for different reasons, I’m sure most people would rather use Royal Blue than Lockdown!
I didn't comment on Royal Blue, but I actually like that combo. It's cute, and the color is beautiful.
I like it, too. Not as a name to use (there are far too many names that I like more), but as a name I would think was cute on someone else’s kid. Plus, it’s memorable. I briefly attended school with a kid named (blank) Blue, and not once did I talk to him, but I still remember his name years later.
