If we found something we loved, then we would call her both. I like the simple elegance of Tessa, though, so it may just stand by itself.
I have always loved the name Claire.
My Mother-in-Law thinks that if we can't come up with something, then we should let her choose her middle name when she is older. Any thoughts?

I think you two should be able to find something that you love. Even if you do, there's no reason why Tessa can't choose something additional if she likes. And, of course, she may totally love the mn you choose. There's no telling with kids. ;-)
I will say this as someone who legally changed her name and the mn of her youngest dd, there is some expense and effort involved so I'd try to avoid that. Still, it's really not that big of an obstacle.
Re: your m-i-l, I'd just smile at her suggestions and then do what I think is best. (This is coming from someone whose m-i-l tried to name each of her dds!)
