The only KEER-a I'd actually use is Kira, but I'd pick Ciara over Keira.
(I also think Kiera makes more sense than Keira. I used to like Keira and Kiera equally but now I think Keira looks like it should be pronounced more like Cara or Kyra.)

Kiera looks like it has the chance of being pronounced like kee-air-a imo.
