Kiera and Kira are the safest ways to get to the Keer-ra pronunciation.
In Australia (or at least where I am) Ciara is generally pronounced Kee-ara and I know a few who spell it Ciara as well as another who spells it Kiara. I personally prefer Kiara for Kee-ara and Kira for Keer-a.
I would have never thought to pronounce Ciara like Sierra but it does make it cooler haha
