It should be Özge and the Ö actually sounds different from the letter O. So I think it would be very hard for people in English speaking countries to get the pronunciation right (unless they just decide to pronounce it with an O instead, which would be incorrect, but understandable).
I don't think it would be cultural appropriation.
I'm not a fan of the name or the letter Ö (which is common in German too but not popular to use in names at the moment). I always disliked the sound of Ö. I love many Turkish names and would use some of them but Özge is not a favorite. I have a good friend called Gözde so if you like the sound of Özge you might also like this or Gökçe which has a lovely meaning.

Before we even get to cultural appropriation, there's the little matter of how to pronounce this name. I don't think anybody who doesn't understand the Turkish language (which is very tricky as to pronunciation) will be able to pronounce Ozge correctly, certainly not without a lot of practice and certainly not with all the nuances knowing Turkish would give.
None of the possible pronunciations I can come up with for this sound attractive at all to me. But I'm not Turkish and my language doesn't work like Turkish.
