Awful on a boy. But I guess it’s decent at most on a girl. I don’t even like the name in general. Sounds more like a surname.
Just another surname ... and the connotations of blonde plus the -ell ending make it seem both tawdry and feminine.
I feel like I could have a great uncle Blondell; I don't, but it seems plausible...it fits in fine with names like Vernell, Mozell, Ike, Eldred, Page, Gordon, Veda, Loretta.
I picture a man who was likely born during the Great Depression and worked most of his life as a grocer or logger or maybe in a cigarette factory...or not.
It also reminds me a bit of names like Ivory and Garnet, for men. Or names like Floyd, Clifford, Grover, Darrell, Craig, Delores, Norma, Juanita, Carolyn.
I'd prefer Wendell, Odell, Russell, Cornel.

It might be passable as a feminine name, but it’s dreadful for a boy.
I'd use it for a female, but I like it! A lot!
