Which one for a girl, and why?

Winter!! Sounds fresher and is just prettier IMO.

Winter
Neither name is my style, but I can see the appeal of both.
Summer is youthful, beachy, and athletic like a teen pool party. An undercurrent of hot headed drama accompanies it like an early 2000s teeny flick.
Winter is serenely composed or a blistering storm; it simultaneously reminds me of cuddling up by a crackling fire while reading a good book and a tempest. This duality is oddly appealing to me right now. It doesn't feel dated like Summer.

I have cousins named each...different sides of the family.
I'd compare the vibe of Winter to Athena and Irene, and the vibe of Summer to Daphne and Clio.
Or Winter is Pearl, and Summer is Amber.
I prefer the sounds in Winter by a lot and maybe prefer the vibe of Winter by a little...I'd rather be Winter, anyway.

I'm going with Summer, because it's one of my favorites. But I'd rather use it as a middle name, these days.
Summer Valentina, maybe. Viveca Summer.
I would never name a girl Winter. I just don't feel like it is a namey concept. Winter doesn't compete with Summer in the way of Meadow vs. Forest. It's like Deadwood vs. Forest. Or Icicle vs. Iris.
I almost agree with Rox, it sounds artificially gothy and angsty - except, I think that only bothers me because I don't like it as a name; I like other names that I think are kinda artificially gothy.
I am hesitating to completely disregard Winter, though, just because I've never met one. Before I met a Summer (I've known two since), I had a similarly bad attitude towards Summer as a name. I thought it sounded like "some, er," someone who adds numbers, and that it seemed artificially happy-hippy. It's hard for me to imagine a warm genuine person named Winter, but if I did meet one ... I can't promise they couldn't soften me towards the name.
I think Wynter is a better spelling - the Win part seems aggressive to me and Wynter just looks more namey and stylish and alive and colorful.

Summer is not my favourite season, and what could possibly be a nn ... Sum? Summy? No, really!
In spite of having been taught (Physical Science!) by one of the very worst teachers ever, whose name was Winifred and was called Winnie behind her back, I'll have to go for Winter simply because it has more interesting sounds and Winnie or Win are acceptable nns. Plus, a school friend had a Dachshund called Winnie who was a very nice little dog.

I love both equally. I actually have a white cat named Winter. But I love it on humans, too. Summer is lovely as well. They evoke different images and moods. Summer is light and airy. Winter does maybe have a more dramatic feel. In a good way. I agree that Summer Kathleen is awfully pretty. We call our cat Winter Elizabeth when she is being naughty, for what that's worth.
