Well, I have some problems with the idea of "power" used generically (power to do what?) and I think "powerful" is kind of an ugly word.
And I have some problems with the whole idea of royalty and rule implied by "queen".
It's not my style, and if it were, I'd have used something more like, I dunno, Radiant Promise.
But I interpret this kind of name as a sort of folk-magic practice, where you name a kid after how you want them to *feel* about themselves, with the intention that they'll tend to unconsciously believe in themselves and their possession of the qualities the name suggests (in this case, effectiveness and dignity). And also the effect it has on others who refer to her. Words do influence, and it really could make people feel subtly different about themselves and others, if someone's named Queen, or Victoria or Faith or Patience or Paige or Scout or Gray or Hunter. Although, other things modify that, the more you get to know someone.
I'd be very surprised if they don't call her something else to her face, and keep the name she goes by private. It'd be pretty droll for a parent to address their child everyday as Powerful Queen, anyway - if not actually bad for the child.

I think you're onto something with the folk-magic bit; I see this name as something like a Millennial virtue name. The idea of all women being "queens" is a very popular sentiment these days so someone actually naming a girl "Powerful Queen" is, in a way, not entirely surprising. The world is shifting into this overwhelming demand for unwavering clarity, authenticity, honesty, and straightforwardness in ALL aspects of one's life, so I can totally see why it wasn't enough to name the child something like Victoria or Regina or even Queenie. It's not clear enough that way.

I find that sentiment so annoying. What's so great about queens anyway? It annoys me so much when people post a picture and then a thousand women go "yessss queeeeeen". Goodness. I find that so ridiculous.

I am not African American...so I can't say for sure...but, I think it has to do with history, and overcoming adversity. If you're a "king" or a "queen", no one can own you, or tell you what to do. So, I see the appeal of names like these for certain populations/cultures/whatever you want to call it.
