I say it "lay-lee-ah". I really like this name even though I recognize it's a bit precious. Lelia is also real nice.

Meh. I don't like it. I pronounce it like "Lay-lee-uh". I like Layla SO much better.

I honestly don't think that a name starting with Lie or Lay is a good idea IRL. Pity about that; in its own context it's a perfectly good name, but not in the here and now.

What about the names Lilah and Leila/Layla that begin with "Lie" or "Lay." I don't think it's a big deal. If somebody wants to make fun of you, they're going to find a way to do it regardless.
I think Laelia looks pretty, but I would be inclined to pronounce it LAY-lee-uh. LIE-lee-uh is a bit of a mouthful to me. I'd prefer Lilah or Leila.
