This is one of my favourite guilty pleasure names. Francelia sounds melodic, isn't common and looks fascinating to the eye.

It's likeable. Looks very Spanish to me.
I don't love any of the nicknames you've got ... I like France, Francie, Fran, or Celie ("see-lee" or "seh-lee" depending on how you pronounce Francelia)

Combo with Inez is cool.

I've not really sure how I feel about this one honestly, I'm kind of torn between really liking and disliking it so I guess it rounds off as neutral maybe? Sorry I'm not more help. My favorite combos that you have here are Francelia Nelle and Francelia May. My favorite nickname for this would be the nickname not mentioned: Fran/Franny. I've always liked Fran as a nickname for Francine and Francesca why not for this one too? I know it's a little frumpy but I don't care lol. Of the nicknames you have listed my favorite one is Celia.
