I'd think the parents were really determined to use a sacrilegious name, which seems kind of lame.
If they just liked the sound, Judah and Lucas are pretty close...I don't think Judas is different enough from those to justify saddling a kid with the negative connotations, unless the whole point is to make a religious statement. But, I like the name if I ignore that, and I even somewhat like the biblical Judas.

Prefer Jude; don't enjoy anything that ends in -as.

Horrible name. Even if you aren’t religious, it’s entered common language as a synonym for “traitor.”
Jude or Yehudah or even Judah are better.

Unusable. It isn't just a name, it's become a synonym for traitor, and has been associated with that for so long that Iscariot is really the only Judas the vast majority of people have ever heard of or ever will.

Objectively, it's not a bad name. But, oh, so much baggage comes with it. Judah would be the better option.
