I read that is after Brill (Brielle) in The Netherlands.
This names has a familiar vibe because here in Italy we have the verb brillare that means "to shine; to sparkle; to twinkle" and brillante that means "shining", "smart; wit" and a quite unusual word for "diamond".
All positive meanings that make Brilliana pretty.
