Yes and no.
I do think that names like Yomiko, Sakura, and Mohammed are best when used by people of Japanese or Arabic ethnicities but I think it has more to do with culture or religion than race.
I do think that it’s fine to name your child what name you like regardless of culture. I had a black friend named Carmen and a blond blue eyed friend named Winona.
True, you might not want to use Mohammed if you’re not Muslim or Sakura if you’re not Japanese but there are many lovely names out there from different cultures and if you like one use it.
