My understanding is that Cicely and Cecily were fairly popular in ye olden days, so the Sicily version isn't all that surprising. I don't like it all that much but it has more spirit than whiny Cecilia.
Winnipeg is the city and that's it, there's not really any history of it being used as a person's name; it sounds like it might be a nickname, like Tex or something a cowboy or street-type person might use.
